Japan’s CBD Regulatory Framework

Japan amended its Cannabis Control Act (大麻取締法) on December 6, 2023, with implementation in two stages. Stage 1 took effect December 12, 2024, establishing THC residue limits for the first time. Stage 2 takes effect in late 2025, reclassifying THC as a controlled narcotic under the Narcotics and Psychotropic Substances Control Act.

The key regulatory shift: Japan moved from a plant-part-based approach (banning flowers/leaves) to a substance-based approach regulating THC content directly. This means CBD products derived from any part of the hemp plant are now potentially legal — provided they meet strict THC residue limits.

THC Limits Under the New Framework

The MHLW published specific THC residue limits on September 11, 2024, replacing the previous zero-tolerance approach with quantified thresholds:

Fats, oils, and powders: 10 ppm (0.001%)
Other products (edibles, cosmetics): 1 ppm (0.0001%)
Aqueous solutions: 0.1 ppm (0.00001%)
